Do these replace the bulbs, or the entire light housing?

These are complete light assemblies. You're replacing the entire factory unit, not just lenses. Pop the old ones out and bolt these in.

What tools do I need to install these?

Basic hand tools — a socket set and maybe a trim panel removal tool if your bumper cover clips are tight. The actual mounting bolts are accessible from behind the bumper. No special equipment needed.
